About this service
We are committed at the Ministry of Finance to maintain the highest standards of integrity and professional ethics among our employees in every area of our operations to ensure the proper management of public funds. Earlier back in 2018, the Ministry issued a guidance on Anti-fraud for the federal government approved by Cabinet Resolution No. (4/11) of 2018, in order to promote the principle of transparency and an open organisational culture. Accordingly, the Ministry launched a Trust Voice service to be aligned with Cabinet resolution.
It is a secure and confidential communication channel that can be accessed by all stakeholders associated with the Ministry (employees, customers, suppliers, partners, society…etc.) through which they can submit their whistleblowing reports with good intentions about any corruption violations that occurred or will occur in the Ministry of Finance without any fear of retaliation.
The user of the service is considered as the whistleblower: a natural person who informs and reports to the Ministry that a natural or legal person (employee/ organisation/ company/) is engaging in illegal activities/ behaviours.
In addition to that, the mentioned law protect the whistleblower and ensure that his or her identity will be anonymous.
The reporting service includes, but is not limited to the following cases:
- Criminal offences: theft, damage to property and assets, money laundering, fraud offences: forgery, bribery, embezzlement.
- The safety of a person is at risk (violence threat).
- Violation of laws and legislation related to the Ministry of Finance (non-compliance).
- Believing that someone is covering up or hiding wrongdoing.
- Danger or actual damage to the environment.
- Behaviours that constitute violations of laws, for example: abuse of authority.
The process

- Filling out the service's electronic form manually or through artificial intelligence.

Conditions of use
- The report’s info credibly relates to Finance Ministry, vital for spotting major crimes.
- Report has clear info aiding verification with reasonable knowledge or suspicion.

Digital accessibility
This service has been designed in accordance with the Digital Accessibility Policy issued by the Telecommunications and Digital Government Regulatory Authority (TDRA). It ensures easy access for all users, including People of Determination, with support for keyboard navigation, screen readers, content zoom up to 200%, and clear display of messages and alerts. Accessibility features will be continuously updated whenever any enhancements are made to digital channels or the user journey.
