This is a procedural process that is carried out through communicating with ministries and federal entities on an annual basis, for the purpose of issuing the general federal budget, including the budgets of ministries and autonomous federal agencies. This process provides the Financial and Economic Committee with an initial conceptual framework for the budget draft. This enables the committee to examine the draft and give directions prior to preparing and submitting the budget to be discussed and approved by the cabinet. This is then submitted to the President of the UAE.

No special requirements are needed to apply for this service. However, the automated system must be used, in addition to complying with the instructions outlined in the Consolidated Financial Procedures Manual 2015 for preparing and issuing the budget, the Unified Structure Manual of the Federal Government Accounts and COFOG Standards Manual based on the GFSM.
There is no Fees
Financial circular for the preparation of the budget draft is issued.
Budget drafts of federal entities are received and examined.
Initial estimates and justifications are prepared and discussed with the Director of the Budget Department and the committee formed for this purpose.
The budget draft is discussed with the concerned entities, if needed.
Initial conceptual frameworks of the general budget are compiled, received from ministries and federal entities, and are reviewed with the Director of the Budget Department. These initial conceptual frameworks are then submitted to the Financial and Economic Committee to give the necessary directions to prepare and submit the budget draft and the law of linking budget to the cabinet for discussion and approval. They are then submitted to the President of the UAE.
The law of linking the budget is received upon obtaining the approval of the President of the UAE.
Upon the issuance of the law of linking the budget, all federal entities are informed by MoF of their allocations.
