Financial Circular Concerning Regulating Government Housing

  1. ​​ Financial Circular No. 5 of 2014 Concerning regulating government housing

    The Financial Circular No. 5 of 2014 concerning regulating government housing permits government employees to move into a new (replacement) housing unit with the approval of the concerned ministry. This shall be executed within the limits set in the rental values table attached to Financial Circular No. 3 of 2014, taking into account the funds appropriated for this purpose.

    The circular outlines four requirements for switching public housing units. The minister may approve exceeding the value specified in the table of rental values, up to a maximum of 5%. If an employee wishes to move in to a housing unit with a renting value that exceeds the limits set in the table, the additional rental cost shall be borne by the employee according to the allocations of their job grade.

  2. Financial Circular No. 3 of 2014 Concerning regulating government housing

    According to the circular, the minister may approve exceeding the value set in the table of rental values, up to a maximum of 5%.

    If an employee wishes to get a housing unit with a renting value that exceeds the limits set in the table, then rent increase shall be borne by the employee according to the allocations of their job grade.

    The circular determines that four requirements must be apparent in order to switch public housing units:
    • The current housing unit is inadequate
    • The marital status of the employee changes making the granted housing unit unsuitable
    • Number or age of children requires switching the current housing unit
    • The application of switching the housing unit must be submitted two months prior to the end of the lease agreement term
