Assistant Under Secretaries and Sectors


According to the new organisational structure, the Ministry of Finance now has four Assistant Under Secretaries. They represent the Budget & Revenue, International Financial Relations, Financial Management and Support Services sectors. Each of them oversees a number of specialised departments in their respective sector.

Tasks

Assistant Under Secretaries are in charge of the following responsibilities and competencies within their respective sectors:

  • Participating in the formulation of the ministry's policies, developing strategic and operational plans, and overseeing their implementation within their departments.

  • Developing work plans and main programme of his department, and overseeing their implementation after approving them.

  • Coordinating between different departments of the ministry, supervising performance, and submitting achievement reports periodically to the Under Secretary.

  • Efficiently managing financial and human resources across departments.

  • Following-up and improving the performance of the departments.

  • Any other competencies related to his work as an Assistant Under Secretary, or entrusted to him by the Minister of Finance.

1.Assistant Under Secretary of Resource and Budget Sector

The Assistant Under Secretary is responsible for three departments, namely: General Budget Department, General Revenue Department and Department of Coordination of Fiscal Policies and their exercises the following competencies:

  • Participating in the formulation of the ministry's policies, developing strategic and operational plans, and overseeing their implementation within his departments.

  • Developing work plans and main programme of thier department, and overseeing the implementation after adopting them.

  • Coordinating between the different departments of the ministry, supervising their performance, and submitting achievement reports periodically to the Under Secretary.

  • Efficiently managing financial and human resources in the departments.

  • Following-up and improving the performance in the departments.

  • Any other competencies related to his work as an Assistant Under Secretary, or entrusted to him by the Minister of Finance.

2.Assistant Under Secretary of International Financial Relationship Sector

The Assistant Under Secretary oversees the work of two specialised departments, namely: The International Financial Relations and Organisations Department and the Department of the Cooperation Council for the Arab States of Gulf Affairs; and they responsible for the following competencies:

  • Participating in the formulation of the ministry's policies, developing strategic and operational plans, and overseeing their implementation within his departments.

  • Developing work plans and main programme of their department, and overseeing the implementation after adopting it.

  • Coordinating between the different departments of the ministry, supervising their performance, and submitting achievement reports periodically to the Under Secretary.

  • Efficiently managing financial and human resources in the departments.

  • Following-up and improving the performance in the departments.

3.Assistant Under Secretary of Financial Management Sector

The Assistant Under Secretary is responsible for three departments, namely: Policies and Accounting Standards Department, Financial Operations Department and Federal Government Properties Department; and their exercises the following competencies:

  • Participating in the formulation of the ministry's policies, developing strategic and operational plans, and overseeing the implementation within his departments.

  • Developing work plans and main programme​ of his department, and overseeing their implementation after adopting them.

  • Coordinating among the different departments of the ministry, supervising their performance and submitting achievement reports periodically to the Under Secretary.

  • Efficiently managing financial and human resources in the departments.

  • Following-up and improving the performance in the departments.

  • Any other competencies related to his work as an Assistant Under Secretary, or entrusted to him by the Minister of Finance.

4.Assistant Under Secretary of Support Services Sector

The Assistant Under Secretary is responsible for four departments, namely: Financial and Administration Affairs Department, Human Resources Department, Information Technology Department and Legal Affairs Department. Their​ exercises the following competencies:

  • Participating in the formulation of the ministry's policies, developing strategic and operational plans, and overseeing their implementation within the four departments according to the organisational structure.

  • Developing the work plans and main programme​ of the department and overseeing their implementation after adopting them.

  • Coordinating between the different departments/organisational units that report to him, supervising their performance, and submitting achievement reports periodically to the Under Secretary.

  • Efficiently managing financial and human resources in the departments.

  • Following-up and improving the performance of the organisational units/departments that report to him.

  • Any other competencies related to his work as an Assistant Under Secretary of Support Services Sector, or entrusted to him by the Under Secretary of MoF.
