Government


MoF provides the government sector (56 ministries and government entities) with the largest share of its smart/online services. It also offers services through its automated system for preparing budgets, e-mail, landline phone, correspondences and periodic visits (21 services).​​

These services are divided into six categories, namely: Government Revenues, Financial Procedures Services, E-Dirham, Tax Domicile and Customer Care.

Budget services are considered to be at the heart of MoF’s work and services provided to the government sector. These services cover developing and approving government revenue forecasts and the budgets of federal entities, transferring allocations between chapters and programmes, providing technical and accounting support, training employees in charge of implementing the financial and federal procedures, modifying budget programme structure, in addition to preparing and submitting the Consolidated Final Account of the Budget to the Federal Government, among other services.​

Renewing and Approving Revenue Forecasts of the Federal Government

This service deals with reviewing forecasts upon which budget revenues were prepared after six months of the fiscal year, ensuring validity or to make amendments in accordance with the actual revenues of the concerned entities.

Preparing and Approving the Revenue Forecasts of the Federal Government

To prepare a government budget on a sound scientific basis according to the zero-based budget framework, and on forecasts of the next year(s) revenues in a mid-term plan, the Ministry of Finance (MoF) has developed a specialised system. This system is to be fed with revenue data from all the federal entities for the previous years and the next year (under preparation) to develop and prepare forecasts for the coming years, in cooperation with the concerned federal entities

Remission of all or part of debts, fees, and dues payable to the government

This service involves considering applications submitted by federal entities to be remitted of all or part of debts and dues payable to the government. These may include applications to impose, modify or be exempt from fees in accordance with the terms of the exemption outlined in the Cabinet's resolution No. 2 of 2011. According to the resolution, this may occur when there are dues payable to the federal government and there is a need for individuals to be exempted, and good reason is given. ​​​

Monitoring federal government revenues

This service involves the audit of the statement of revenues by the comptroller of the Ministry of Finance (MoF) in preparation for obtaining approval. It is targeted at ensuring the accuracy of the statement of revenues and following regulations, in effect providing control over federal government revenues.p>

Reply to customer inquiries

This service deals with providing a response from the concerned department at the Ministry of Finance (MoF) to customers who wish to enquire about the ministry’s methods of work or procedures, for the purpose of facilitating the process of dealing with MoF procedures.​​​​​​​​​​​​​​​

Authorising the use of e-Dirham

This service allows the concerned entities joining the e-Dirham system to authorise a financial specialist to use the system and act as the main administrator at the concerned entity. The administrator can cancel transactions, make refunds, export reports, report malfunctions and provide feedback.​

Providing technical and accounting support to federal entities

This service deals with responding to enquiries related to accounting, in order to help accountants in federal entities resolve any issues they face. The user can open or submit an application within the Ministry of Finance (MoF) technical support system.

Adding New Service Fees in e-Dirham

This service allows the addition, modification or deletion of service fees provided via e-Dirham. This is for the benefit of federal, local or private entities using the system upon the issuance of a resolution by the Cabinet, its delegate, or whoever has the power to impose fees. To carry out collections via the system, fees must be added on the date of implementing the resolution to the system, as this is the approved method for collecting federal service fees.

Issuing and Publishing the Unified Financial Report of the UAE

This service deals with providing Government Finance Statistics (GFS) in the UAE, including the federal government and the local governments. These reports include statistics about revenues, expenditures, transactions in asset and liability accounts, and function classification as per the international standards outlined in GFSM 2014.​​ ​​​

This service deals with issuance of a periodic/monthly financial report with a view to following-up on the performance of federal entities, to provide guidance and to ensure accuracy and transparency of the procedures of executing the approved budgets.​​​

Approving Additional Appropriations in the Budget

This service deals with the provision of additional appropriations requested by a government entity to meet new requirements or finance new plans and programs. The service requires obtaining the approval of the Financial and Economic Committee and the Cabinet. ​​​

Modifying budget programe structure

​​This service allows for the modification of items and programme structures of the budget, as well as the development of new ones according to work needs and requirements, which means developing items in the budget classification manual. It is carried out once necessary approvals are obtained to ensure effective and accurate spending of funds.

Preparing and submitting the Consolidated Final Account of the Budget

This service involves compiling and auditing spreadsheets of the Final Account of the federal budget (budgets of ministries and authorities listed in the general budget) against the Trial Balance to prepare the draft law of approving the consolidated Final Account for the federal government and following up the implementation of the budget's annual plan.

Issuing and Developing the Consolidated Financial Procedures Manual

This service provides a detailed manual for all government financial procedures and the required steps for each procedure in terms of description, attachments and legal reference. This manual is updated annually in accordance with issued regulations, resolutions and circulations in order to ensure implementation by the ministries to improve and develop services, and to keep pace with the changes.​​​​​​​​​​​​​​​​
