MoF launches environmental campaign in Rudaim


For the third consecutive year the Ministry of Finance (MoF) has organised an environmental awareness campaign in Rudaim. The campaign witnessed the participation of HE Younis Haji Al Khoori, Undersecretary of MoF, as well as heads of departments and employees. The campaign aims to protect the environment, and is considered as an opportunity to spread environmental knowledge which the UAE incorporates in several of the initiatives implemented by organisations within the UAE, to reflect the government’s directions in this regard. The Ministry also prepares on an annual basis an agenda which includes environmental activities for employees.


Ministry of Finance holds its 2016 Annual Forum


Supporting its human resources and strengthening cooperation with its strategic partners, the Ministry of Finance (MoF) today held its 2016 Annual Forum at the Sofitel in Downtown Dubai. The forum represents a significant platform to recognise strategic partners and talented employees who have contributed to achieving the Ministry’s initiatives and key objectives. The annual forum witnessed the presence of HE Obaid Humaid Al Tayer, Minister of State for Financial Affairs; HE Younis Haji Al Khoori, Undersecretary of MoF; in addition to MoF assistant undersecretaries, directors and employees, and a number of representatives from ministries and MoF’s strategic partners. .

HE Obaid Humaid Al Tayer delivered an opening speech, in which he stressed the Ministry’s commitment to achieve its strategic objectives which fall under one vision to achieve global leadership in financial management and ensure sustainable competitive environment. This requires improving the efficiency of human resources and strengthen partnerships which are necessary in implementing the Ministry’s mission as per the innovation vision.

HE added: “One of the most important highlights with regards to the Ministry’s partnerships is building a strong network of regional and international agreements on the avoidance of double taxation on income and protection and promotion of investment, which have created a number of opportunities. Other beneficial agreements include the internal ones on exchanging experiences, best practices and adopting initiatives.”

2016 Annual Forum events

During the forum, a panel discussion was held on government innovation in the UAE, which witnessed the participation of Major Muhammad Ismail Al Harmoudi, Director of the Innovation Center at the General Secretariat of the Office of HH Deputy Prime Minister and Minister of Interior, and Fatima Yousef Al Naqbi, CEO of Government Innovation at MoF. The panel discussion was moderated by Faisal Ali Al Mansouri, Director of Strategic Planning Performance Department, and covered several elements including the concept, vision, aspirations and achievements within the innovation field.

During the forum, the Ministry honoured its strategic partners who have a made a real change and offered constant support to the Ministry. Among the honoured partners are ministries as well as exceptional federal entities and local departments. The Ministry honoured some of its most talented employees for their efforts during 2015 and those of who have succeeded as per the federal government employees’ performance management system.

The 2016 honoured strategic partners included the Ministry of Cabinet Affairs and the Future (MoCaF), Ministry of Justice, Ministry of Interior (MoI), Ministry of Economy (MoE), Ministry of Infrastructure Development (MoID), Ministry of Human Resources and Emiratisation (MoHRE), Ministry of Health and Prevention (MoH), Federal Customs Authority (FCA), UAE Central Bank, Federation National Council (FNA), United Arab Emirates University (UAEU), Statistics Centre, Emirates Investment Authority (EIA) and National Media Council (NMC).


MoF participates in Zayed Humanitarian Work Day


MoF hs been an active participant in Zayed Humanitarian Work Day. The Ministry’s activities included collecting donations for Emirates Red Crescent by the Ministry’s employees in Abu Dhabi and Dubai. The donations aimed to support families in need during the month of Ramadan, provide Eid clothing and distribute donations to the poor in and outside the country.

MoF continued its annual event with the “Iftar Saem” initiative by distributing iftar meals to the workers and the poor at Zayed City in Abu Dhabi. The initiative, benefitting 400 people, saw participation from HE Younis Haji Al Khoori, the Undersecretary of MoF, HE Khalid Ali Al Bustani, Assistant Undersecretary for International Financial Relations, and HE Musabah Mohammed Al Suwaidi, Assistant Undersecretary for Support Services Sector at MoF.


MoF organises “Woman and Innovation” forum


The Ministry of Finance (MoF) organised a forum titled “Woman and Innovation”, at its premises in Dubai, in the presence of HE Mariam Mohammad Al Amiri, Assistant Undersecretary for the Management of Financial Resources; Fatima Yousef Al Naqbi, Chief Executive Officer of Innovation at MoF, Medeya Salem Al Roum. Director of Policies and Accounting Standard at MoF; Abeer Abdouly, Director of Fiscal Policy Coordination; Samia Thani Al Hameli, Director of Financial Operations, and a number of second level leadership at the Ministry. The forum targeted MoF’s new employees as well as students enrolled in MoF’s scholarship programme.

Women’s leadership development and challenges

HE Mariam Mohammad Al Amiri highlighted UAE government efforts towards enhancing women’s role in the society, the effective social and economic participation of women in the development process as well as contributions in innovation, research and development in the financial sector to achieve the government’s vision.

The forum included a session on MoF’s efforts to empower women which took participants on a journey of women’s leadership development and challenges at the Ministry. Participants also highlighted women’s success in managing the Ministry’s innovation projects, particularly the UAE unified financial report, the Emirates Gate of Government Finance Statistics (GFS) Reports and the Classification of the Functions of Government (COFOG).

Innovation is a priority at MOF

The forum highlighted innovation and development in the federal government’s projects. The ‘Sheikh Mohammed bin Rashid Al Maktoum Fund to Finance Innovation’, worth AED 2 billion and which was launched last November, is considered one of the most important government initiatives managed by MoF that facilitates funding for entrepreneurs’ innovative projects.

The forum also showcased MoF’s continuous efforts in social responsibility initiatives, and its continuous commitment to encourage young women, in line with its mission to achieve sustainable economic and social development. The Ministry, through its “Massar Program for Scholarships”, has managed to attract and sponsor a large number of Emirati students to enroll in finance and accounting majors from prestigious and accredited universities in the country, to then benefit from their expertise by offering them job opportunities at MoF.


MoF to participate in GITEX Technology Week 2016


The Ministry of Finance (MoF) has announced its participation in the 36th GITEX Technology Week under the federal e-government stand, which will be held at the Dubai World Trade Centre from 16-20 October 2016. MoF’s participation reflects its commitment to introduce its smart and electronic services, and strengthen communication channels with customers.

During GITEX, MoF showcased a range of new and highly developed electronic and smart services, and launched an exciting new technology aimed at developing and modernising IT infrastructure.

A number of interactive workshops held on the most used and popular smart services, under the theme “Customer’s Voice”. These workshops were conducted by MoF employees who introduced participants to all developments and updates related to the smart services.

Commenting on its participation, HE Younis Haji Al Khoori, Undersecretary of MoF stressed the Ministry’s commitment to participate in leading technology events with high impact on users and the public, to review the latest software and smart services developments. These events give participants the opportunity to meet with innovators in IT fields, exchange experience on the smart shift, and take advantage of the best leading practices to develop a financial management system that saves users and customers’ time and effort, while maintaining high levels of security.

MOFSNAP launch

As a compliment to its participation in GITEX Technology Week 2016, the Ministry launched ‘MOFSNAP’ on Snapchat to strengthen its e-participation and share its live experience from the exhibition. This is to reflect the Ministry’s vision and objectives to provide excellent services which will help in maximising customer satisfaction. MoF’s team also developed an e-questionnaire designed to measure customer satisfaction and evaluate their experience.

MoF lowered the UAE flag

The Ministry of Finance (MoF) lowered the UAE flag at 8:00 AM in its premises in Abu Dhabi and Dubai. HE Obaid Humaid Al Tayer, Minister of State for Financial Affairs along with MoF leaders observed a moment of silence for Commemoration Day, after which the UAE flag was raised again at 11:30 AM.

MoF delegation headed by HE Younis Haji Al Khoori, Undersecretary of MoF, along with HE Musabah Al Suwaidi, Undersecretary for Support Services Sector at MoF and Ali Sharfi, Head of Budget Department, visited the families of the martyrs Mohammed Ali Hassan Al Hosani and Khalil Ibrahim Juma’a Abdullah Al Marzooqi amongst others. HE Younis Haji Al Khoori stressed the bravery and sacrifices of the martyrs which will remain in the hearts of our people and in our country’s history.

“The UAE’s rights to the three islands” Lecture

The Youth Council at the Ministry of Finance, in cooperation with Watani Al Emarat Foundation, organised a lecture entitled “The UAE’s rights to the three islands” which was presented by Abdul Latif Sayadi, research expert at the National Archives at the Ministry of Presidential Affairs; in the presence of HE Younis Haji Al Khoori and a number of heads of departments and employees at the Ministry. The lecture aimed to increase the sense of belonging among the Ministry’s employees and honoured the UAE’s first martyr as well as highlighted the bravery of martyrs in defending the land of UAE.

Salim Suhail bin Khamis was the first hero to die for the UAE. He was one of six police officers stationed on the island of Greater Tunb when it. Salim became the country’s first martyr when he refused to lower the Ras Al Khaimah flag from the police station he was guarding.


MoF organises Happiness and Positivity workshop


Following the directives of HH Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and UAE Minister of Finance in implementing the initiative ‘Ministry of Finance, Happiest Ministry’s initiative’; and its commitment to consolidate a culture of happiness and positivity among employees, the Ministry of Finance (MoF) recently held a workshop on happiness and positivity in both its premises in Abu Dhabi and Dubai.

HE Younis Haji Al Khoori stressed the Ministry’s commitment to achieve the government’s vision that was established by the late Sheikh Zayed bin Sultan Al Nahyan, and followed by the wise leadership of HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE and Ruler of Abu Dhabi; HH Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai and HH Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, in placing happiness as a top priority and a sustainable goal.

HE Al Khoori added: “The Ministry of Finance believes in the strong link between employees’ happiness levels and productivity as it impacts customers’ satisfaction levels. Through this workshop, the Ministry aimed to establish positive values of happiness among its employees to help in achieving high quality of services offered to customers.”

The workshop themes

The workshop covered a number of elements including the impact of happiness on the progress of society as well as the Ministry’s significant role in raising awareness and promoting a culture of happiness and positivity. This reflects the Ministry’s commitment to the requirements of the national programme for happiness and positivity.

One of happiest countries in the world

UAE is the 28th happiest country in the world according to the World Happiness Report 2016. This achievements results from the directives of our wise leadership, and the efforts made towards improving the quality of public, health and social security services which leads to higher levels of satisfactions for individuals.


MoF participates in WGs 2017


The Ministry of Finance (MoF), in cooperation with the International Monetary Fund (IMF), organised two sessions on the sidelines of the World Government Summit 2017 (WGS). During these sessions, HE Obaid Humaid Al Tayer, Minister of State for Financial Affairs, said: “Our aim in organising the World Government Summit is to highlight financial topics that will be discussed during this regionally and internationally leading platform; which includes government and thought leaders, decision makers and the private sector in order to discuss the development of the government’s future using the latest methods.”

FinTech Session

The FinTech session was attended by Prince Guillaume, Crown Prince of Luxembourg and HE Obaid Humaid Al Tayer, Minister of State for Financial Affairs. Christine Lagarde delivered an inspirational opening speech on the importance of technology along with the countries’ experience in the field to support the development of financial work globally. Christine Lagarde also stressed that supporting innovation is a key element to achieving continuous growth in today’s rapidly changing world.

During the session, HE Pierre Gramegna, Luxembourg’s Minister of Finance, delivered the keynote speech which included an account of Luxembourg’s experience with FinTech and its contribution to support both the government and private sector, in addition to benefitting SME owners.

HE Obaid Humaid Al Tayer highlighted the importance of the services provided by FinTech and the role of digital technological developments in enhancing financial services. HE said: “The session reviewed the challenges and opportunities of FinTech and the importance of policies and development authorities responding to the developments in the sector. The session also reviewed achieving the required balance between risk management, misuse of technology and avoiding over-regulation which may limit creativity.”

Innovation discussion

On the sidelines of the second day of WGS, MoF organised a session titled “Innovation Discussion” in the presence of Madame Christine Lagarde, Managing Director of IMF, HE Huda Al Hashemi, Assistant Director General for Strategy and Innovation, HE Khalid Ali Al Bustani, Assistant Undersecretary for International Financial Relations and a number of specialists from the Fund and the Ministry.

Christine Lagarde said: “Strong Fundamentals are helping the UAE adjust to the new oil price environment. Continuing with structural reforms to further diversify the economy and improve the business environment while strengthening public finances and institutions would help the country sustain its successful performance in the future.”

The UAE’s innovative initiatives in the seven key sectors were presented at the start of the meeting, in addition to the Ministry’s innovative projects which provide financial solutions for innovators such as the launch of the Mohammed bin Rashid Innovation Fund.

The innovation talks held during the World Government Summit gathered Christine Lagarde and leading innovators in the Arab world and the UAE to review innovative ideas in various fields including education, health and energy. The session also gave innovators the opportunity to discuss their challenges and ways to overcome them.

Meeting with Businessmen

MoF organised a meeting to gather Christine Lagarde with leading businessmen in the country; in the presence of HE Obaid Humaid Al Tayer, Minister of State for Financial Afairs; HE Younis Haji Al Khoori, Undersecretary of MoF, to discuss the financial service sector that is a key element in supporting the economic diversification in the UAE and contributing to prosperity in the business sector.

Meeting with Business Women Leaders

MoF organised a meeting with Emirati businesswomen leaders which was attended by Christine Lagarde, IMF Managing Director; HE Reem Al Hashimy, Minister of State for International Cooperation; HE Noura Al Kaabi, Minister of State for Federal National Council Affairs; HE Najla bint Mohammed Al Awar, Minister of Community Development; and a number of women leaders in the country.


MoF organises a donation campaign for Aleppo


As part of the declaration of 2017 as the “Year of Giving” by UAE President His Highness Sheikh Khalifa bin Zayed Al Nahyan, the Ministry of Finance (MoF), in collaboration with Emirates Red Crescent, organised a donation campaign to aid and support the people of Aleppo at its premises in Abu Dhabi and Dubai.

The donation campaign was held in the presence of HE Musabah Al Suwaidi, Assistant Undersecretary of Support Services Sector at MoF. HE Al Suwaidi delivered the donations to the concerned person at the Emirates Red Crescent, which will deliver them to the people in need in the city of Aleppo.

HE Musabah Al Suwaidi stressed MoF’s commitment to the “Year of Giving” initiatives and to develop activities which will empower the spirit of social responsibility, volunteering and serving the nation amongst MoF’s employees.

MoF organised a number of charitable campaigns in 2016 in which the Ministry’s senior management and its employees participated in cooperation with various humanitarian institutions. MoF campaigns included the donation campaign for the Emirates Red Crescent to assist families in need during Ramadan and the “Iftar Saem” programme which delivered Iftar meals to workers in Madinat Zayed in Abu Dhabi.


MoF organises blood donation campaign


The Ministry of Finance (MoF), in collaboration with the Blood Bank, launched a blood donation campaign in its premises in Abu Dhabi. Blood donors participating in the campaign included employees from both the Ministry of Finance and the Federal Customs Authority (FCA). The blood donation campaign falls in line with the Ministry’s efforts towards implementing the directives of HH Sheikh Khalifa bin Zayed Al Nahyan, President of the UAE on the “Year of Giving”.

The blood donation campaign took place in the presence of HE Younis Haji Al Khoori, Undersecretary of MoF; assistant undersecretaries, heads of departments and employees from MoF. HE Younis Haji Al Khoori confirmed the Ministry’s commitment to its social responsibilities, creating a culture of volunteer engagement and serving the nation, as well as engaging its employees in the charitable giving, in order to meet the government’s directives on the ‘Year of Giving’.

Earlier this year, MoF, in collaboration with Emirates Red Crescent, organised a donation campaign to aid and support the people of Aleppo at its premises in Abu Dhabi and Dubai. MoF also previously organised a number of charitable campaigns in 2016 in which the Ministry’s senior management and its employees participated, in cooperation with various humanitarian institutions.


The Ministry of Finance hosts 2017 Annual Forum to honour its strategic partners and distinguished employees


The Ministry of Finance (MoF) recently hosted the 2017 Annual Forum to celebrate the Ministry’s strategic partnerships and distinguished employees. The forum was attended by HE Obaid Humaid Al Tayer, Minister of State for Financial Affairs, HE Younis Haji Al Khouri, Undersecretary of the Ministry of Finance, Assistant Undersecretaries of the Ministry, Directors, Heads of Departments and Staff, and a number of the Ministry's strategic partners.

HE Al Tayer said in an opening speech: “During the past year, the Ministry of Finance has accomplished a wide range of achievements as we continued to execute our strategic plan. These achievements include managing and developing the financial resources of the federal government efficiently and creatively; developing effective financial policies; and establishing distinguished local and international relationships. The Ministry’s activities are based on a set of core values that contribute to achieving its vision of being a global leader in financial management, which supports the establishment of a sustainable competitive environment.”

Thanking the Ministry’s partners, HE said: “Together we have a new year of achievements, successes and shared responsibilities ahead, and we will work together to achieve our government’s vision of enhancing the competitiveness of the public sector and upgrading its services.”

Addressing the Ministry’s staff, HE said: “The Ministry’s achievements in 2016 are a result of your ongoing efforts and the effective collaboration between all of our departments.”

The Forum events

After the inauguration of the forum by the Minister of State for Financial Affairs, the Ministry’s Strategic Plan 2017-2021, was presented by Shamma Yousef Abdel Ghani, Vice Chief Executive Officer of Innovation, which was followed by a session on happiness and positivity, led by Mrs. Mozah Kif, CEO of Happiness and Positivity at MoF. The Ministry’s strategic partners were also praised for their continued support. The Ministry’s Government Innovation Team was praised for winning the Mohammed bin Rashid Government Excellence Award for the best entity in the field of innovation category. HE Younis Haji Al Khoori, Undersecretary of MoF, was also praised for winning a medal for best undersecretary.

During the forum, employees were praised for receiving an outstanding performance report in 2016; as well as the winners of the proposals system, including the employee who had provided the most suggestions, the employee who had applied the most suggestions, and the management that had applied the most suggestions. The winning teams of the 2016 Operational Plan initiatives were also praised for their significant contributions towards achieving the Ministry’s strategic objectives and positioning the Ministry as a global leader in financial resources management.

MoF organises a series of humanitarian initiatives and events as part of Zayed Humanitarian Action Day


As part of its community participation, The Ministry of Finance organised a series of humanitarian and community initiatives in Abu Dhabi and Dubai. These events included the contribution of 600 Suhoor meals by the Ministry to five mosques in Dubai and Sharjah for the needy, the organisation of a fundraising to contribute to the UAE Red Crescent’s ‘For Your Sake, Somalia’ campaign.

HE Mariam Mohammed Al Amiri, Assistant Undersecretary for the Management of Financial Resources, affirmed the Ministry's commitment to the implementation of charity and community activities in order to encourage the spirit of giving and the culture of good planted by the late founding leader, Sheikh Zayed bin Sultan Al Nahyan, may God rest his soul. "The Ministry of Finance is committed to its community role, implementing initiatives that enhance the UAE's status as a global center of unconditional goodness, excellence, and generosity." HE said.

During the holy month of Ramadan, the Ministry also organised a number of activities for its employees. These included the Annual Ramadan Forum at the InterContinental Hotel in Abu Dhabi, in the presence of HE Younis Haji Al Khoori, Undersecretary of MoF, Assistant agents, directors of departments, and the Ministry’s staff.
