The Ministry of Finance (MoF) launched the Masar Program for college scholarships to assist UAE high school graduates in completing their studies in finance, accounting, and other disciplines at the most accredited universities across the UAE. MoF intends to employ students that have participated in the Masar program, as these students will have gained practical skills and experience from the program, leveraged from the work experience MoF has to offer.
The program aims to enhance post-graduates' capabilities in the financial field, and to encourage UAE nationals to apply for specialised finance and accounting jobs at MoF and the Federal Government in order to fill vacancies with UAE qualified nationals. The program also aims to prepare a generation capable of taking responsibility for supporting Emiratisation and sustainable development plans.
Masar was launched by the resolution No. 30 of 2010 of the cabinet, and MoF approved an annual budget of AED 2 million. The Human Resources Department at MoF is in charge of the program. MoF is the first entity to have implemented the program, and between 2009 and 2015, 50 students participated in the Masar program.
