initiative of Hamdan Bin Rashid for Happiness

​​ In line with the directives of the Federal Government to enhance the nation’s status in the Global Happiness Index, His Highness Sheikh Hamdan bin Rashid Al Maktoum, Deputy Ruler of Dubai and Minister of Finance, launched ‘Ministry of Finance… Happiest Ministry’, an internal initiative that aims to enhance the satisfaction and happiness levels of the ministry’s employees.

The hope is that this is then reflected within the services delivered by the ministry to in turn boost customer and community happiness.

The initiative includes a number of criteria designed to measure the level of happiness at the ministry. These are:

  • Providing a positive work environment based on implementing tasks within work groups that ensure providing flexible mechanisms for dealing with subordinates.
  • Adopting change and development policies by providing suggestions, cooperating at work and exchanging ideas and information.
  • Enhancing transparency and clarifying regulations and procedures.
  • Evaluating performance, motivating employees and increasing their sense of loyalty and satisfaction at work.
  • Promoting the importance of building strong relations across all levels and creating direct communication with senior management at the ministry.

In introducing the initiative, His Highness Sheikh Hamdan bin Rashid Al Maktoum stressed the ministry’s commitment to the UAE Federal Government’s strategy, which confirms that people’s happiness stems from the level of satisfaction in government services. Therefore, the main aim behind the ‘Ministry of Finance…Happiest Ministry’ initiative is to spread happiness among the local community, by increasing happiness levels among employees and strengthening loyalty to their work. This is reflected through the provision of the best services to the public, customers and partners.

Among the requirements of the Federal Government programs is to include a national charter of happiness and positivity, specific criteria, services, titles, and indicators on happiness, including:

  • Adhering to the National Charter for Happiness and Positivity.
  • Building a happy work environment; which means adopting the model of corporate happiness culture, happy and positive staff requirements, and corporate happiness and positivity indicators.
  • One staff member will be appointed as Happiness and Positivity CEO by the Minister or Chairman to coordinate with the Office of the Minister of State for Happiness to launch and implement relevant initiatives to spread happiness and positivity in the work environment.
  • Allocating time for happiness and positivity activities.
  • Following the approach of the 'Happy and Positive Offices" initiative in the government continuously through activities conducted in an innovative, effective manner.
  • Adhering to the national progra​mme of happiness and positivity, government innovation system and seven star service standards.

The ministry’s new organizational structure comprises units that are tasked with increasing the happiness levels of employees and are supervised by human resources, as well as other units to increase customers’ and partners’ happiness - supervised by the Institutional Development Department at the ministry.

The UAE topped the Middle East and North Africa (MENA) region countries in the “World Happiness Report 2016” issued by the Sustainable Development Solutions Network (SDSN) and the Earth Institute at Columbia University. The index measures a number of elements that include the GDP per capita, social support, average age, freedom to make life choices, generosity, perceptions of reality and trust rates.
