Programs, Projects and Performance Management
In line with Ministry of Finance (MoF) vision and mission to be a global leader in financial resources management for achieving sustainable and balanced development; various distinguished task forces set some programs and projects summarizing the core MoF functions. These projects will maintain the continuity of work and good walking throughout the year. The most important programs include:
First: Developing and Implementing Mechanisms to Increase Federal Government Revenues
Through this program, MoF does the following:

Implementing the new structure of pricing federal bodies’ services in accordance with comparison study

Collecting the uncollected revenues of the federal government
-
Implementing eTobacco program; a system used for tracing and identifying tobacco products origin.

Establishing the Federal Authority for Revenues
Second: Developing and Implementing Active Management for Federal Government’s Cash Flow
Through this program, MoF does the following:

Preparing and drafting the strategic plan for establishing a liquid bond market in the UAE.

Completing the establishment of Public Debt Management Office as a subsidiary of MoF (Second Phase)

Developing banking reconciliations and implementing zero – based system in some independent bodies
Third: Developing and Implementing Active Mechanisms for Preparing Federal Budget and Financial Reports
Through this program, MoF does the following:

Preparing 2011 budget

Preparing 2011 final Statement for the union and independent bodies
Fourth: Developing and Implementing Internal Auditing Mechanisms
Through this program, MoF does the following:

Implementing internal auditing in federal ministries
-
Updating internal auditing approach
-
Updating risk assessment records in federal ministries

Updating risk assessment records in federal ministries

Developing the quality of auditors in auditing units
Fifth: Developing and Coordinating Financial Policies between the Federal and Local Governments
Through this program, MoF does the following:

Preparing and updating a consolidated financial statement for the UAE
-
Activating the coordination of financial statements between federal and local governments
-
Reviewing, developing and printing a consolidated directory for the financial procedures of the federal government
-
Organizing the 5th annual program for training and enabling federal bodies employees on procedures directory.
Sixth: Developing and Implementing Financial Systems According to e-Government’s Standards
Through this program, MoF continues to develop and manage Oracle Financial System, in addition to developing the 2nd generation of e-Dirham.
Seventh: Implementing Programs Meant to Develop Financial Relations Regionally and Globally
Through this program, MoF signs regional and international agreements of Double Taxation Avoidance and Investment Protection and Promotion.
Eighth: Securing the Implementation of Quality Standards
Through this program, MoF prepares itself for participation in Sheikh Khalifa Excellence Award by developing and activating quality systems and operations’ management.
Ninth: Enhancing Internal and External Communications
Through this program, MoF does the following:

Developing customer’s relations and services

Enhancing corporate identity and participating in CSR activities in the UAE
