Leadership of the Ministry

Main Task a: The leadership of the Ministry

Responsible Officer: Minister

Description:

  1. Determine the general financial policies of the State in consultation with the Council of Ministers.
  2. General oversee of the preparation of the general draft budget of the Union and final balance.
  3. Representation of the Ministry to relevant authorities inside and outside the state.
  4. Development of policies of the state finances in consultation with other federal agencies.
  5. Determine the strategic direction and general policy of the Ministry.
  6. Oversee of the development and adoption of the Strategic Plan of the Ministry and the operational programs and follow-up until it be done.
  7. General oversee of the functioning work of the Ministry, the adoption of the decisions, and the follow-up reports of achievement.
  8. Follow up of the implementation of the Ministry's budget within the set appropriations.
  9. Propose draft laws, decrees and regulations relating to the Ministry.
  10. Delegate some powers to those the Minister deems appropriate.

Main task b: To help the Minister and the supervision of the sectors working at the Ministry

Responsible Officer: Under Secretary

Description:

  1. Participate in the formulation of the Ministry's policies, plans and programs and overseeing the implementation after adopting it.
  2. General supervision at the organizational and development levels, and empowerment of and follow-up on performance.
  3. Propose the necessary systems and procedures that would contribute to improve the performance and development.
  4. Follow-up of the preparation of the drafted annual budget and final accounts of the Ministry and submission of this draft to the Minister.
  5. Supervise the projects related to laws, decrees and regulations of the Ministry.
  6. Periodic reports to the Minister about the activities and achievements of the Ministry and the conduct of work.

Main task c: Implementation of the policies and strategic plans, overseeing the operations and major projects within the sector

Responsible Officer: Assistant Undersecretary 

Description:

  1. Participation in the formulation of the Ministry's policies and the development of strategic plans and to oversee their implementation within the sector, which oversees it.
  2. Development of action plans and programs for the sector and supervise the implementation of it after adopting it.
  3. Coordination between the organizational units in the Ministry and supervise the performance and submission of the achievement report to the Under Secretary.
  4. Work on follow-up and improvement of the performance in the organizational units.
