Financial Operations Department

Tasks: 1 – Managing the structure of unified accounts

Description:

  1. Supervision of the structure of the unified accounts and modernization
  2. Follow-up of the updates with regard to the government finance statistics system (GFS) and in coordination with the International Monetary Fund.

Tasks: 2 – Submission of the final accounts laws projects for the general budget of the Union and to the Independent authorities

Description:

  1. Managing the general ledger system and closure of the accounting periods for all federal ministries.
  2. Follow-up and implementation of necessary steps to prepare the final accounts of the Federation and the Independent authorities.
  3. Coordination with the Accounting Office to monitor the final accounts laws projects.
  4. Raising the final accounts laws projects for the top management for approval and issuance.
  5. Prepare periodic financial reports for the implementation of the general budget of the Union and its submission to the jurisdictions authorities.

Tasks: 3 - Financial Management of Information System Department

Description:

  1. Management of the information system for the Federal Government's financial and accounting needs.
  2. Coordination with various stakeholders with regard to the necessary adjustments to the financial information system and the necessary procedures.

Tasks: 4 – Unified treasury account and the Federal Government bank accounts department.

Description:

  1. Supervise and follow-up all the operations on the system of the unified treasury account at the Central Bank.
  2. Supervision and follow-up of all operations relating to the accounts of the Federal Government at the commercial banks.
  3. Procedure for Bank reconciliations for the government bank accounts.
  4. Monitoring the transfer operations.
  5. Do all the registration and enrollment operations.

Tasks: 5 - Cash-flow of the Federal Government department

Description:

  1. Follow-up of deposit for cash revenue and to ensure the transfixing at the suitable time to the unified treasury account.
  2. Hold all required payments of the implementation of the federal budget.
  3. Pursue the necessary cash transfers to all ministries and federal authorities.
  4. Supervision of financing the accounts of ministries and independent authorities.

Tasks: 6 - Planning and forecasting for public cash

Description:

  1. Preparing studies on the forecasts of revenue and cash disbursements relating to the Federal Government.
  2. Operating cash surpluses through use of tools for short investment / medium term.

Tasks: 7 - Management of public debt of the Federal Government

Description:

  1. Suggestions for financing general budget tools for the Union, such as bonds, instruments and other.
  2. Preparation of necessary arrangements for the loans of the Federal Government and supervision to follow up the payment.

Tasks: 8 - Evaluating the performance of the public treasury

Description:

  1. Identify and measure the performance indicators of the public treasury.
  2. Submission of periodic reports on the performance of the public treasury.
