December 2, 1971 A.D.The day of historic establishment of an independent state called the United Arab Emirates and on which the temporary constitution came into force and HH Sheikh Zayed Bin Sultan Al Nahyan, May Allah be merciful to him, was elected Head of the State. On December 9, 1971, HH issued a federal decree to form the Cabinet composed of HH Sheikh Maktoum Bin Rashid Al Maktoum, May Allah be merciful to him, as a Prime Minister, HH Sheikh Hamdan Bin Rashid Al Maktoum as Deputy Prime Minister and UAE Minister of Finance and Industry, and 19 federal ministers.
In the beginning of year 1973 A.D
Federal Law No. (14) on the rules of preparation of the State budget and final account was enacted with a text of 39 articles regulating the procedures for the estimation of revenues and expenses and the control over the execution of the budget.
At the end of 2001 A.D.
Article (8) of this Law stipulated the “formation of the Civil Service Council” that follows the Prime Minister and which aims at developing the civil service, increasing the level of sufficient productivity, and achieving justice in the treatment of employees – The Council is chaired by a minister and composed of seven legal, administrative, and finance members with hierarchical degrees. The chairperson and the members are selected and the remuneration of the members are determined by virtue of a decision made by three members amongst them working in ministries and not in the Cabinet. The Cabinet chooses a Deputy Prime Minister amongst its members who shall be the General Manager of the Diwan and decides for the Cabinet.
In the beginning of 2005 A.D.
Federal Law No. (23) was issued on the rules of preparation of the State budget and the final account with a text of 109 articles regulating the rules of classification of the State budget, its approval, amendment, and execution, and the control over the execution of the budget.
In the year 2008 A.D.
Execution of a plan to create a medium-term program for the budget for the period 2011-2013 and implementation of the Zero-Based Budgeting by the Cabinet as per Decision (181/1) of 2008.
At the end of 2008 A.D.
Federal Law No. (11) was issued on the human resources in the federal government with a text of 109 articles. Article (3) stipulated the formation of a federal authority to be called “Federal Human Resources Authority” entrusted with the general powers and responsibilities associated with the management of the federal human resources governed by this decree by virtue of law.
