Overview

The optimization of the governmental budget systems is considered as a main pillar to attain progress and growth in developed countries, as all aspects of economic backwardness are associated with an underdeveloped preparation of governmental budget.

Therefore, it has become fundamental for the “Ministry of Finance – Budget Department” to seek the development of the Federal budgeting in alignment with the strategic objectives of the State in order to reflect its activities within a given period (financial exercise). Our aim is to shift the main interest of the budget from being solely a regulatory tool to becoming a tool in service of the governmental administration, with a view to develop the governmental administration itself, increase its efficiency, and measure its achievements.

The preparation of the federal budget in the new zero-based system requires deploying more efforts given its elaborate details and categories, in order to have an ameliorated budget that achieves as many development objectives as possible.

The Budgeting Department prepares and issues the budget of the federal governmental in a balanced way to ensure an adequate environment for the sustainable development of the State and the optimal use of funds. For this purpose, it performs the following:

• Develop the rules for the preparation of the State budget in light of the revenue and expenditure indicators
• Study and analyze the budget prepared by all Federal Governmental Entities
• Coordinate with all federal entities in the preparation of their draft budgets including financial allocations, and aligned with programs, activities, and key performance indicators
• Prepare the draft annual State budget law, submit it to the relevant authorities, follow up its issuance, and communicate it with all governmental entities for execution
• Elaborate and publish the statistical yearbook for the federal budget
• Study the draft laws and decisions that have a financial impact on the State federal budget
